Shenyang, a core city in Northeast China and a national advanced manufacturing hub, is accelerating the construction of a modern industrial system with the “3+4+3” framework: strengthening three traditional pillar industries, expanding four strategic emerging industries, and proactively laying out three future industries. Based on the city’s 2025–2026 development plans, the following is an overview of its key industrial chains.
1. Traditional Pillar Industries
(1) Automobile & Auto Parts
As a national-level auto manufacturing base, Shenyang is accelerating the transformation toward smart connected new energy vehicles (NEVs).
Key Projects: The full operation of BMW Brilliance Lydia Plant and the launch of its first domestically produced BMW “New Class” model; mass production of Geely’s NEV base in Shenyang; and capacity expansion of BMW’s Dadong Plant for high-end models.
Development Goals: Build a complete NEV industry chain covering R&D, vehicle assembly, core components, and smart connected applications; strive to maintain and expand its position as a leading NEV production cluster in Northeast China.
(2) High-end Equipment Manufacturing
A national leader in equipment manufacturing, Shenyang focuses on climbing the high-end value chain and promoting intelligent and digital transformation.
Key Fields: Industrial robots, CNC machine tools (industrial machine), power equipment, and general machinery.
Milestones: Completion of the world’s largest 1.8-million-ton ethylene unit by Shengu Group; construction of national-level smart factories by Siasun Robot and Shenyang Machine Tool; and expansion of Tebian Electric’s UHV production capacity.
2025–2026 Plans: Implement 20 major technical equipment R&D projects, cultivate 100 specialized and sophisticated SMEs.
(3) Food Processing
Shenyang is upgrading its agricultural product deep-processing industry and tapping into new segments such as functional foods and prepared meals.
Flagship Projects: The world’s first 10,000-ton land-based salmon farming complex in Sujiatun District, with an annual output value of over 1.5 billion yuan and driving a 3-billion-yuan industrial chain.
Development Focus: Expand high-value-added processing, build cold-chain logistics systems, and foster a 100-billion-yuan food industry cluster.
2. Strategic Emerging Industries
(1) Aerospace
Shenyang is building an internationally competitive aerospace industry cluster centered on the Shenyang Aerospace City and the Airport Economic Zone.
Core Capabilities: Assembly of large aircraft components (e.g., COMAC C919 parts), R&D of general aviation aircraft, and development of the low-altitude economy.
Key Projects: Launch of the “Taihang 110” commercial gas turbine; maiden flight of the RX1H electric helicopter; and R&D of 10-ton high-payload cargo drones and eVTOL vehicles.
2026 Goals: Form a full industry chain covering complete aircraft, components, and aviation maintenance services; become a national leader in low-altitude economic applications.
(2) Biomedicine & Medical Equipment
Rapid growth is driven by the construction of the Shenyang International Life and Health City.
Breakthroughs: Launch of China’s first photon-counting CT and the world’s first 1024-layer ultra-photon CT by Neusoft Medical; a $6.05-billion licensing deal between 3S Bio and Pfizer for an innovative PD-1/VEGF bispecific antibody.
Development Focus: High-end medical device manufacturing, improved innovative drugs, and biopharmaceutical industrialization.
(3) Next-Generation Information Technology
Shenyang is building a “Northern Computing Valley” and upgrading its software and IC industries.
Key Initiatives: Expansion of the Shenyang International Software Park; construction of national data labeling bases; development of vertical-domain large models; and promotion of “5G + Industrial Internet” applications.
Digital Transformation: By 2026, achieve full digital coverage of 规上 manufacturers, with 86% penetration of digital R&D tools and 67% CNC rate for key processes.
(4) New Energy
Focusing on wind-solar-hydrogen-storage integration, Shenyang is scaling up hydrogen, energy storage, wind power, and PV equipment manufacturing.
Key Projects: The 32-billion-yuan “Wind-Solar Hydrogen Integration + Biomass Green Alcohol Oil” demonstration project; expansion of new energy power generation capacity, which exceeded coal power for the first time in 2025 (55.7% share).
Goals: Build a complete new energy industry chain and become a regional hub for green energy equipment and applications.
3. Future Industries (Forward Layout)
Shenyang is proactively investing in three high-potential future sectors to seize new industrial opportunities:
Embodied Intelligence: Launch the Northeast Asia Embodied Intelligence Innovation Center and develop intelligent service robots.
Future Materials: Focus on advanced metal composites, new energy materials, and biomedical materials.
Deep Earth, Deep Sea, and Aerospace Equipment: Develop cutting-edge equipment for deep-earth exploration, deep-sea engineering, and next-generation aerospace systems.
Overall Development Strategy (2025–2026)
Industrial Cluster Expansion: Target a total scale of 1.1 trillion yuan for key industrial clusters by 2025, with six 100-billion-yuan clusters (automotive, equipment manufacturing, food, aerospace, IT, biomedicine).
Chain Enhancement: Implement “extension, supplementation, and strengthening” of industrial chains, attract leading enterprises and supporting suppliers, and improve supply chain resilience.
Digital & Intelligent Upgrade: Deepen “AI + Manufacturing” and “smart transformation + digital conversion” to build a national leader in intelligent manufacturing.
Open Cooperation: Strengthen international cooperation with 221 countries and regions, expand China-Europe Railway Express routes, and build an international industrial cooperation platform.
